Description

Move the decode() routine used in the Url and FeedTicker? plugins to the base plugin class and modify it so that it checks for the translit pecl extension and uses its transliterate function when available. Pester Derick in #phpc if you need support.

(In [138]) Fixes #32 and adds transliteration support to Phergie's base as well as making URL and FeedTicker? use the new transliterate function.
