Description

Create a new service plugin that exposes a method for retrieving the TinyURL equivalent of a given URL. Have it maintain an internal cache that it checks prior to containing the TinyURL API and flush the cache once per day. Modify all existing references to the TinyURL API to use and depend on this new plugin.
